2023 Review of the New Zealand Certificate in Financial Services (Level 5)  

Ringa Hora Services Workforce Development Council has reviewed the New Zealand Certificate in Financial Services and submitted it to NZQA for evaluation in March 2024.

We have engaged with the sector and obtained feedback to inform the review, and changes have been made to ensure they remain current and fit for purpose. The main changes proposed to the qualification as a result of the review are:

  • Removed the New Zealand Certificate in Financial Services (Level 4) with strands in Banking, Family/Personal Budgeting, and Insurance [ref: 2247] from the Education Pathway as this qualification is discontinued.
  • Qualifications developer details, version, and review dates were updated.
  • Closer alignment to the wording in the Code of Professional Conduct for Financial Advice Services was included.
  • Evidence requirements for assuring consistency was updated.
  • General Conditions for Programme were updated to guide programme developers.
  • Programme Endorsement considerations were included to the General Conditions to guide programme developers.
  • Additional transition information was updated to include Standard Setting Body details.

Following sector consultation on the draft reviewed qualification, an application was submitted to NZQA for evaluation and approval in March 2024. Once approved the new versions of the qualification will be published on the New Zealand Qualifications and Credentials Framework (NZQCF).
