Strong vocational education system vital for future skills needs

Did you know that according to Deloitte, jobs in soft skill intensive occupations are expected to grow at 2.5 times the rate of jobs in other occupations? 

Their research highlights why we need a strong vocational education system that can build soft skills that will be critical for future business success. 

The Ministry of Education on August 1 released the government‘s consultation document on redesigning the vocational educational and training system. We will have 6 weeks – until Thursday, 12 September – to respond and Ringa Hora is committed to supporting the Service industries to ensure their voice is heard in this process. 

The consultation document considers three proposals: 

  1. A redesigned Institute of Technology and Polytechnic (ITP) network that that is a combination of stand-alone and federated ITPs.
  2. Two options for an industry-led system for standards-setting and industry training:
    (a) Establish up to 8 Industry Training Boards, which are similar to the previous Industry Training Organisations, responsible for industry standards-setting and arranging industry training.
    (b) Replace Workforce Development Councils with a small number (possibly up to 8) of more focused, industry-specific standards-setting bodies. Under this option, arranging industry training would remain solely with providers. 
  3. Changes to vocational education funding from 2026 to support the new system. 

We will share an update on the proposals once we have had a chance to review them in more detail. 

It is vital that the voice of Services industries comes through strongly in the Government’s consultation process. Without that voice being heard, we are concerned that there will be limited consideration given to Service sector workforce needs of the future and the ongoing development of transferable skills. 

Government has indicated to us that they want to hear directly from industry and employers on what is and what isn’t working well.
