There is now a single Consent and Moderation Requirements (CMR) version for the entire Service sector following the granting of approval from NZQA.
Ringa Hora Services WDC is responsible for the development and maintenance of CMR documents as a standard-setting body for the Service sector.
The CMR covers the requirements which organisations must meet to assess against unit standards in the scope of the CMR, and the moderation process that organisations with consent to assess need to engage in.

During 2024, along with the five other WDCs, we reviewed all of our CMR documents (six in total). CMR0112 – Version 8 has now been approved by NZQA and will eventually cover all unit and skill standards across the Services sector that Ringa Hora has responsibility for. CMR0112 contains the general requirements along with industry specific appendices.
CMR0112 – V8 is effective from May 2025, covering those standards that are linked to it.
CMR0112 will become the single CMR for all Ringa Hora standards and CMRs, as the other CMRs are expired. It contains the most up to date information on consent and moderation requirements. There has been no substantial change in these requirements compared to the other CMRs.
As there has been minimal change to consent and moderation requirements, Ringa Hora will move standards to CMR0112 – V8 as the standards are reviewed. This includes standards in CMR0003, 0024, 0028, 0113 and 0121.
CMR0112 – V8:
From May 2025, any new applications for consent to assess will be evaluated against the requirements of CMR0112 – V8.
During a year of transition for Ringa Hora, this will help to streamline the process for both Ringa Hora and our Education Organisations. The application and evaluation forms have been updated to reflect the changes.
However, as the CMR details have not changed substantially, we do not expect this to be a barrier for Consent to Assess applications and we will continue to work with EOs through the process.
