Sole CMR helps streamline consent process

Providers now have a much more streamlined Consent and Moderation Requirements (CMR) document for the Services sector. 

The New Zealand Qualifications Authority has approved and published CMR0112 – Version 8, which simplifies the CMR process. 

As the standard-setting body for the Services sector, Ringa Hora is responsible for the development and maintenance of CMR documents. 

The CMR covers the requirements which organisations must meet to assess against unit standards in the scope of the CMR, and the moderation process that organisations with consent to assess need to engage in. 

Previously there were seven CMRs in the Services sector. Ringa Hora has now refined this: CMR0112 – V8 is now the sole CMR containing the general requirements, and industry-specific requirements are catered for in the 12 appendices attached to this sole CMR. 

CMR0112 – V8 is effective from May 2025, covering those standards that are linked to it.

There are also implications for the consent to assess process, as all new applications for this will now be evaluated against the requirements of CMR0112 – V8.  

During a year of transition for Ringa Hora, this will help to streamline the process for both Ringa Hora and our Education Organisations. The application and evaluation forms have been updated to reflect the changes.  

However, as the CMR details have not changed substantially, we do not expect this to be a barrier for Consent to Assess applications and we will continue to work with EOs through the process.
