Ringa Hora Services Workforce Development Council, in collaboration with the international flight training providers, all of whom are members of the Aviation Industry Association Training and Development Division, have been working to develop a new qualification suitable for the international flight training market.
The development has resulted from the change of providers’ NZQA Training Schemes to micro-credentials and, given the size of Aviation Training Schemes, the need to find a viable replacement suitable for the needs of international learners. In addition, changes to the immigration visa in-study work rights were affecting international learners’ ability to carry out part-time work to supplement their living costs.
A steering group was formed to investigate the concerns raised around the impacts of these changes and establish some initial ideas for consideration. The project was introduced at an Aviation Industry Association Training and Development Division meeting.
Meetings were held with the wider flight training providers who are currently offering international training, and also included representatives from NZQA, Immigration New Zealand, CAA, and the Ministry of Education.
Through the series of meetings, a draft qualification was developed and refined, based on feedback from the meeting attendees provided during and after the meetings.
The final draft is currently with the flight training providers for endorsement prior to submission to NZQA for evaluation and approval in November.
Subsequent to the commencement of this project, the Aviation Industry Association of New Zealand has released two research reports, the Aviation Workforce Insights: Evidence based advocacy developed in collaboration with the Ringa Hora Workforce Development Council and research company Scarlatti, and The value of the international pilot training market whereby the Aviation Industry Association commissioned Scarlatti to undertake a study to quantify the economic value of international students undertaking pilot training in New Zealand.
This research supports the need for this development.
